The EU’s new General Product Safety Regulation (GPSR) came into effect on 13th December 2024.
The EU’s new General Product Safety Regulation (GPSR), Regulation (EU) 2023/988,
came into effect on December 13, 2024. The GPSR applies to all consumer products
sold in the EU market, including physical books, e-books, and other digital products,
ensuring they are safe for consumers.
A “safe product” is any product that, under normal or reasonably foreseeable
conditions of use, doesn’t present risks or only minimal risks deemed acceptable for
consumer health and safety. The regulation applies to physical and digital products sold
in the EU, including the European Economic Area and Northern Ireland.
Under GPSR, book publishers, including e-book creators, are considered
“manufacturers” responsible for ensuring their products meet the regulation’s safety
requirements. While print media is generally low risk publishers must ensure they meet
the GPSR requirements.
A manufacturer is defined as the individual or entity that produces a product or has it designed or manufactured and markets it under their own name or trademark. It is the publisher of the work who is the manufacturer – in this case Redcliffe Press Ltd – and the manufacturer has an obligation to ensure that their products are safe.
How does Redcliffe Press Ltd meet GPSR compliance requirements?
Redcliffe Press Ltd is considered the manufacturer of the book and therefore is responsible for ensuring GPSR compliance in exporting these books into Europe.
We have appointed an authorised representative in the EU (https://www.authorisedrepcompliance.co.uk/) to act on our behalf in the event of any communication with regulatory authorities. We have also sourced compliance certificates from our printers and completed risk assessments to ensure that our supply chain is safe and compliant.
It is a requirement that all books now have the manufacturer’s name and address on the copyright page of the book, which is the case for our books anyway but we will also be including the contact details of our authorised representative on the copyright page of all new books and reprints going forward.
All books currently in contract with us have had the authorised representative’s details added to their metadata to feed out to the trade.

EU Deforestation Regulation
The European Union is also introducing regulations designed to minimise consumption of products coming from supply chains associated with deforestation or forest degradation worldwide. This new regulation is called EU Deforestation Regulation (EUDR) and comes into effect on 1st January 2026, although it is likely to apply from 1st July 2026 for Redcliffe Press Ltd.
We will need to verify that our printer(s) have followed their obligations under the legislation (whether based in the EU or not). Our printers are fully aware of these new regulations and have provided us with the necessary information to ensure that we are fully compliant. and you will need to keep records of such due diligence undertaken, which you may need to share with us. We will circulate more information in due course.
